The South African prison population is up to 300% on certain sites. This indicates heavy overcrowding with concomitant problems. To accommodate offenders effectively both for public security and rehabilitation, more prisons need to built. Overcrowding and staff shortages within the department, circumvents effective delivery of the Correctional Services strategy. The Correctional Services White paper stipulates that the focus of Corrections has moved irrevocably from punishment and confinement to rehabilitation and reintegration. The PPP model then becomes the perfect vehicle to facilitate this new strategy. This approach brings in expertise and essential disciplines into a single front end offering. It is also a confined budgetary expense for government.
